Zoning counts a pool as an accessory structure. That means State Building Code rules plus the residential setbacks: 20 feet back from the front line for any structure, and 15-foot side and rear yards in the table. Close to Wenham Lake, the Miles River or the swamp, the Conservation Commission may ask for a strip of untouched vegetation, and its regulations list pools as prohibited there.
Filling is a separate question. If the Water Commissioners declare a conservation state, one of the listed restrictions is no filling of pools, and Wenham writes its water rules to include private wells. For a lot on septic, Title 5 asks for 20 feet between an in-ground pool and the leach field. We sort out both before picking a spot.

I have my own well. Can I fill a plunge pool during a Wenham water restriction?
Maybe not. Wenham's water use bylaw covers private wells in the Ipswich River watershed, and a declared conservation state can ban filling pools. If one is in effect, we schedule the fill for after it lifts.
