What to know before you start.
In the south and west, granite can sit just under the lawn. A plunge pool needs a much smaller excavation than a backyard lap pool, and where ledge stops the machine, the shell can be set partly out of the ground with a deck or a stone wall built around it. Over on the sandy east side, digging goes fast, but the backfill and deck base need careful compaction so nothing settles later.
Timing the fill matters here. The Horn Pond aquifer covers the city in winter, but summer demand means buying MWRA water, and a declared water conservation state can ban pool filling outright. Close to Horn Pond, the Aberjona or one of the brooks, the 150-foot wetlands ordinance reaches the pool, its deck and the fence around it.

150-foot wetlands ordinance
Woburn's own ordinance requires Conservation Commission permission for any altering or building within 150 feet of a wetland, marsh, bog or swamp, or within 150 feet of any lake, river, pond or stream. Riverfront area is 200 feet.

The city can declare a water supply conservation state with odd/even days, hand-watering only, or a ban on irrigation and pool filling. Even without one, it advises against watering between 9 AM and 5 PM.

The zoning ordinance requires a permit for any permanent pool deeper than 2 feet with more than 100 sq ft of surface.

A residential pool must be fully enclosed by a fence or wall at least 4 feet high, with no gaps over 3 inches except at gates. Gates need self-closing, self-latching hardware at least 4 feet off the ground. The house can be one side of the enclosure, and every pool needs a life ring and a rescue hook.

A fence or wall at least 4 feet high with no openings over 3 inches, gates that close and latch themselves with the latch at least 4 feet up, and a life ring and rescue hook kept at the pool. A wall of the house can count as part of the enclosure.
Is it okay to fill a pool in the middle of summer?
Usually, unless the city has declared a water conservation state that bans pool filling. Woburn's water conservation page also suggests covering the pool when it's not in use and not filling it all the way.
